Is it permissible to give the usurious increase resulting from depositing money in the Egyptian Post to a brother to help him marry, and what is the best way to dispose of this amount?

The questioner must repent to Allah and withdraw his money from this usurious institution, depositing it in an Islamic bank if he needs to preserve it. It is permissible to give this money to his brother or other relatives who are not obligatorily dependent on him, if they are poor or in need of marriage or other legitimate necessities.
