Is it permissible to change the intention of Hajj from Tamattu' to Ifrad due to being delayed on the way and going directly to Arafat?

If a pilgrim performing Mut'ah (Tamattu') is unable to complete the 'Umrah before Hajj, he must change his intention to Qiran (joining 'Umrah and Hajj), meaning performing 'Umrah and Hajj together. He is not permitted to change his intention to Ifrad (performing Hajj alone). So, whoever enters into the state of Ihram for 'Umrah and then introduces Hajj to it before performing the circumambulation (Tawaf), becomes a Qarin (one performing Qiran) and is required to offer a sacrifice (Hadi). If he cannot find a sacrifice, he must fast for ten days.
