Is retaliation permissible against someone who intended to bewitch me?

It is not permissible to accuse someone of practicing magic merely based on a dream, because the dreams of those other than prophets do not establish a legal ruling. Nor is the report of a transgressor (fasiq) to be relied upon without clear evidence, as Allah Almighty says: "O you who have believed, if there comes to you a disobedient one with [some] news, verify it, lest you harm a people out of ignorance and become regretful over what you have done." (Al-Hujurat: 6). If it is proven that someone has bewitched you, it is not permissible for you to counter magic with magic. Retaliation in kind for an aggression is conditional upon it not being in a matter inherently forbidden, such as magic and adultery. These matters do not permit retribution in kind, because they are transgressions against the rights and limits of Allah, and magic is one of the gravest crimes.
