Is a husband's cruelty towards his wife for not obeying him considered a sin?

It is obligatory for the wife to obey her husband in what is good. If the wife disobeys in this regard, then the husband must admonish her. If she does not return [to obedience], then he should abandon her in bed. If that does not work, then he may strike her with a non-bruising blow. Bruising blows are not permissible under any circumstances. The husband should deal with his wife with wisdom, taking into account the nature of women, and employ gentleness, for it is more beneficial, better, and more beloved to Allah than severity.
