Is it permissible to estimate the value of a piece of cloth and give it as charity, or must it be given to the worker who found it, especially if he has traveled to his home country?

A year has passed since the found item (Luqatah) was found, and its owner is still unknown. The requirement to publicize the found item (ta'reef al-Luqatah) ceases after the first year. If the found item has not been publicized after the first year, it should be given as charity on behalf of its owner. Placing it in a charity box is sufficient.
