A specific vow must be fulfilled if the one who made the vow is able to fulfill it. It is not permissible to substitute the slaughter of a calf with distributing its price as long as she is capable of fulfilling the original vow. As for the vow to slaughter a sheep, if it was conditional upon a reason and that reason has ceased to exist, then it is not obligatory to continue with it. But if the vow was unconditional, then it is obligatory to slaughter a sheep every year.
