Is it permissible to eat the meat available in foreign countries when no ritually slaughtered meat is available there, and what is the ruling on fasting when consuming it?

It is permissible to eat the meat of animals slaughtered by disbelievers under certain conditions, but it is not permissible to eat meat if it is highly probable that it was not slaughtered in accordance with Islamic law. Eating such meats does not affect the validity of the fast if the fasting person refrains from nullifiers with the intention [of fasting]. Even if a fasting person intentionally breaks their fast with something unlawful, their fast is valid, though they incur sin.
