The answer

Zakat is obligatory on money that has been held for a full year (hawl), even if its owner intends to buy a house or land with it. If a full year passes again over the money and nothing has been bought with it, zakat becomes obligatory on it at the completion of each year. However, if land or a house is bought for the purpose of personal use, there is no zakat on them. But if they are bought for the purpose of trade, zakat is obligatory on their value when a full year passes on the money with which they were bought.
