A condition for the permissibility of giving Zakat to a poor person is that their maintenance should not be obligatory upon the Zakat giver. Therefore, it is not permissible to give it to ascendants or descendants. Based on this, it is permissible for a stepfather to give Zakat from his wealth to his wife's children (stepchildren) if they are deserving, because he is not obligated to provide for them. This is further confirmed if they do not live with him.
