The impurity can transfer from inner clothing to outer clothing, but verification is necessary, as the original state of outer clothing is purity when in doubt. The mere presence of the smell of impurity on outer clothing does not make it impure, because the wind (or scent) itself is not impure. The place to which the smell has transferred does not become impure, and it is permissible to sit there. Semen is pure according to the preponderant opinion.
