If it is not so, and it is discharged without lust, merely from thought, then it is pre-seminal fluid (madhi), which only necessitates (washing the private parts) and wudu (ablution). If you doubt whether what has been discharged is semen or pre-seminal fluid, you have the choice to assign it the ruling of whichever you wish.
