What did the Messenger of Allah, peace and blessings be upon him, say when he met his family and companions on Eid, and is it permissible to use phrases such as: "May you be well every year" (كل سنة وأنتم بخير) and "May you be among those who witness its return" (عساكم من عواده)?

Congratulating on Eid is permissible according to the majority of jurists, who cite as proof the actions of the Companions upon returning from Eid, where they would say to one another, "May Allah accept [worship] from us and from you." Ahmad has deemed the chain of narration for this hadith to be good. There is no objection to using other congratulatory phrases such as: "May the Eid be blessed for you," or "May Allah make you among those who witness it repeatedly," as the intent behind them is to show affection and express joy.
