What is the ruling on deceiving the state to receive the father's pension by officially divorcing then remarrying customarily?

It is not permissible to deceive by using an urfi marriage to obtain money designated for a woman who has no husband, because it is a valid Islamic marriage (nikah shari) from which the rulings of marriage ensue, including the obligation of maintenance. Thus, the woman remains married in reality and according to Islamic law.
