If you are certain or highly assume that your brother will use your land for drug cultivation, then it is not permissible for you to rent it to him. This is because it constitutes cooperation in sin and aggression, in accordance with the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
