What is the correct method for a person to cleanse themselves of urine?

Istibra' (purification) is the act of seeking to clear the area from impurity. Its method, after urinating, is to wait for a sufficient time for any remaining drops of urine to exit, accompanied by gently shaking and "milking" the penis.

One must be careful not to be lenient in performing istibra' from urine, as it is a cause for torment in the grave, as mentioned in the hadith: "Most of the torment of the grave is due to urine," and the hadith about the two men who were being tormented in their graves, one of whom "did not cover himself from his urine."

One should also beware of extremism and excessive rigor in performing istibra' to avoid obsessive doubts (waswas) and the dominance of Satan.
