What is the ruling on dealing with a Muslim who does not fast and offers coffee and cigarettes to non-fasters and Jews in Ramadan, and how should he be advised and dealt with if he does not accept the advice?

It is obligatory to admonish a fasting person publicly in Ramadan and to explain the danger of their action, as it is one of the major sins, compounded by the public display of it and the disregard for the rituals of Allah. This leads to emboldening others and provoking believers, and indicates a weak reverence for the ritual. It was narrated in the Hadith: "All of my Ummah are safe except for the open transgressors." As for the method of advice, it should be with gentleness and reminding of Allah, instilling fear of Him, and magnifying the gravity of their act. If advice is not effective, then it is permissible to ostracize them, refrain from speaking to them, dealing with them, and greeting them, especially during times of sin, unless there is a necessity for work. If one fears harm to their religion or self from ostracism, then there is no blame in dissimulation to avert harm while denouncing the evil to the best of one's ability.
