If you have poor relatives and neighbors in your country, then giving voluntary charity to them is better, based on the Almighty's saying: ﴿Say, "Whatever good you spend is for parents and relatives and orphans and the needy and the traveler."﴾ [2:215] and the Hadith (definition): "A dinar you spend in the way of Allah... the greatest in reward is that which you spend on your family." However, if the aforementioned reasons are not present, then seeking out the poorest country is more appropriate, such as those in greater need due to disasters and wars.
