If a menstruating woman enters into ihram for Umrah, she must wait until she is pure to perform Tawaf and Sa'i, because Tawaf is not valid without purity, and the validity of Sa'i is conditioned upon the preceding performance of Tawaf. The first Umrah was not completed, and therefore her state of ihram persists. It is not permissible to enter into ihram for another Umrah before exiting the first one. If the second Umrah was valid, it would free her from the first Umrah. However, if the bleeding during the second Umrah is not considered menstruation, then the Umrah is valid; otherwise, the Tawaf and Sa'i are void, and she remains in her state of ihram. A marriage contract (Nikah) cannot be concluded before exiting the state of ihram.
