Is saying to someone, "I don't believe what you're saying because I'm surprised by this statement occurring," considered an act of belying them?

Excluding a matter does not necessarily mean disbelieving the informant. Some people may find it strange even with its proven authenticity. Their finding it strange is not considered a refutation unless they believe the informant to be a liar and therefore disbelieve him.
