Is masturbation permissible, and is one sinful if semen is discharged after seeing a woman?

If a man intentionally looks at a woman and ejaculates, he is sinful. However, if he did not intentionally look and ejaculated after his gaze accidentally fell upon her and he averted it, then there is no sin upon him.
