Do tiny, shimmery particles in makeup prevent water from reaching the skin, thereby invalidating ritual purity (tahara), given that they cannot be removed except with soap?

Makeup, such as eyeshadow, kohl, and lipstick, if it is merely a color that does not form a layer preventing water from reaching the skin, is not considered a barrier, and ablution is valid with its presence. However, if the makeup forms a layer that prevents water from reaching the skin, ablution is not valid with it. If there are adhesive particles that prevent water from reaching the skin and can only be removed with a remover, they must be completely removed.
