What is the legal ruling and what is incumbent upon the driver to do when a worker dies and others are injured as a result of a car overturning after a tire blowout, knowing that the blood money for the deceased has been paid?

You are not obligated to do anything if the accident was beyond your control. However, if it was due to your negligence, then the blood money (diyya) for the killing is obligatory (and you have already paid it). What remains for you is to free a believing slave. If you cannot find one, then you must fast for two consecutive months, based on the Almighty's saying: "then a compensation presented to his family and the freeing of a believing slave. And whoever does not find [one] - then a fast for two consecutive months."
