The permissibility of selling the ticket depends on its issuance system: If it is given to the student whether he travels or not, then it is his property and he may sell it for any price. However, if it is given to him only upon actual travel, then it is not permissible to sell it; rather, he must either use it for travel or leave it. The responsible authority should be asked about the system, for the principle is that Muslims are bound by their conditions, and the ticket, like a gift or grant, is restricted by the conditions of the giver.
