Is it manī (seminal fluid) that necessitates ghusl (ritual bathing) and making up missed prayers, or is it madhī (pre-seminal fluid) which does not necessitate that? And is it obligatory to make up the fasts along with expiation for having practiced this habit for many years?

(ritual bath) is not obligatory unless semen is discharged. If it is discharged, then ghusl becomes obligatory. If there is doubt about the discharge, one has the choice to consider it either semen or not.
