What is the Shar'i ruling and the appropriate guidance for a young man who is disabled and non-verbal, who repeatedly utters insults against the Divine Being that he heard from a neighbor, and who is constantly crying and only calms down when listening to songs?

This young man is not held accountable, as the Prophet, peace and blessings be upon him, said: "The pen is lifted from three: from the sleeper until he awakens, from the child until he grows up, and from the insane person until he regains his sanity or recovers." The responsibility falls upon his family and those around him, so they must keep him away from anyone who utters obscene words. As for listening to music, its ruling varies depending on its type. If the music in question is forbidden because it contains musical instruments or indecent lyrics, then it is not permissible for this young man's family to play it for him. They can choose songs that are free from Sharia (definition) prohibitions, and it is better to choose a reciter with a beautiful voice for him to listen to the Quran.
