Is it permissible to return to Canada to complete one's studies, after having emigrated from it to an Islamic country, due to the difference in academic standards and the low quality of its education system, especially given that we used to practice our religious rituals with complete freedom in Canada?

The rulings on migration from lands of disbelief vary depending on the individual's situation and ability to openly practice their religion. Migration becomes obligatory for one who is unable to openly practice their religion and is capable of migrating. It is recommended for one who is able to openly practice their religion. And one who is unable to migrate is excused. Ibn Qudamah clarified that people are of three categories regarding migration: those upon whom it is obligatory due to their inability to openly practice their religion, those upon whom there is no obligation to migrate due to their incapacity, and those for whom it is recommended even if they are able to openly practice their religion. Therefore, if the questioner is able to openly practice their religion, migration is not obligatory upon them, but moving to a Muslim country is better, while considering the benefits and harms. As for returning temporarily for study, there is no harm in it if it is necessary and brings benefit to Muslims, while being keen on the opportunity to reside in Muslim lands.
