It is advisable to take your time before agreeing to marriage and to seek a way to inquire about the young man from trustworthy individuals who know him. Then, perform Istikhara (seeking guidance from Allah). It is not permissible to conduct the marriage contract over the phone. Your father can appoint someone to perform the contract for you in the suitor's country, or the suitor can appoint someone to contract on his behalf with your guardian.
