What is the ruling on producing Islamic CD-ROMs that contain books available on the internet, where the designer downloads and programs them, then uploads them for free, mentioning the source and the phrase "This work is free and not for sale"; and will this work be counted in the designer's good deeds or bad deeds?

There is no doubt that spreading knowledge and good through modern means is an act of charity and a call to Allah. The one who does so will be rewarded for it, and it will be considered a good precedent for which they will receive its reward and the reward of whoever follows it. However, it is not permissible to copy books or tapes whose owners prohibit their copying and reproduction, even if it is for the purpose of Dawah (Islamic propagation).
