What is the ruling on one's heart becoming attached to a girl and seeking her in a lawful manner, while fearing falling into sin and being unable to marry at present?

Mixing between foreign men and women at work is a door to fitna (temptation/strife) and corruption. The basic principle is for a Muslim to avoid working in mixed environments. If one is compelled to work in such places, then they must avoid the causes of fitna and uphold the boundaries of Sharia. If he desires a woman, he should propose to her through her guardian. If his proposal is rejected, he must turn away from her. If he is unable to marry immediately, he must sever his relationship with her, be patient, practice chastity, and occupy himself with what benefits him.
