What is the ruling regarding someone who vows to stop a sin upon achieving success, but fails to do so?

If by "bad habit" you mean something forbidden, then this vow is not valid. Abandoning the forbidden is obligatory by the ruling of Islamic law and does not require a vow. Similarly, vowing to perform an obligation is not valid.
