Does the judge rule with diyah (blood money), ta'zir (discretionary punishment), and shaming against a man who divorced his second wife a month after the marriage without any fault on her part, fearing the ruin of his first home and the loss of his children?

Divorce is permissible but disliked if there is no need for it. There is no sin upon the husband if he divorces his wife without a cause. It is not permissible for the wife's family to demand financial compensation as "blood money" (diyah), as this is an injustice and constitutes devouring people's wealth unlawfully. Disciplinary punishment or public shaming is only for those who have committed a crime, so how can it be applied to someone who has not committed a crime? A Sharia (definition) judge cannot rule contrary to Sharia, and diyah (blood money) is obligatory in cases of killing, not concerning a living person.
