Is it permissible to accept a prize from a competition in which letters are collected from noodle packages whose price did not increase due to the competition?

Contemporary scholars have differed on the ruling regarding lottery prizes. Some have forbidden them due to their resemblance to gambling, while others have permitted them on the condition that the price of the commodity does not increase because of the prize, and that the buyer intends to purchase the commodity itself, not the prize. This is the preponderant view. It is the opinion of Ibn ʿUthaymeen, who permitted them under two conditions: that the price of the commodity does not rise because of the prize, and that the person does not buy the commodity solely for the anticipation of the prize, because that is considered a waste of money, which is forbidden. Accordingly, if the price of the aforementioned commodity does not increase because of the prizes, and the person buys it out of need and does not intend the prize, then obtaining it is permissible for him.
