If there is no vow or wording that necessitates the charity, it is permissible to give the money to the mother or to those who are not poor. Giving it to the mother is better due to her great right to kindness and good treatment, for Allah the Almighty said: ﴿And your Lord has decreed that you worship none but Him. And to parents, do good.﴾ [Al-Isra: 23]. It has also been reported in the that the mother is the most deserving of people for good companionship. Furthermore, a man's spending on his family, including his parents, carries a greater reward from Allah and is considered charity for him if he intends it as such.
