Is it obligatory for someone to seek absolution if they dialed another person's number, did not speak, then hung up, and then the other party called them back, but they were unable to explain due to the presence of a third party in the call? And what if the first party was a woman and the second party was a learned scholar?

If a person harms another by calling them at an inconvenient time without need, and then does not admit the mistake or apologize, they must repent to Allah. If the harmed person is a scholar, then the right due to them is even more emphasized. The preponderant opinion is that it is not a condition to seek forgiveness from the aggrieved party for an emotional right, especially if informing them is feared to lead to a greater mischief.
