Is it permissible to take the housing allowance (100) Kuwaiti Dinars while living in the father's house, by obtaining a fictitious contract to submit to the Ministry of Housing?

If the granting entity stipulates that the beneficiary must have an independent private dwelling, then it is not permissible to take the money except for someone who fulfills this condition. However, if the money is a right for everyone without restriction or condition, then it is permissible to take it, even by stratagem, if that becomes the only way to obtain it.
