Is it permissible to give charity to a poor sister whose conduct is not sound and who has children, or is it more deserving to give charity to a poor stranger?

Charity to a close relative is more deserving than to others, for it is both charity and maintaining kinship ties. The desirability of giving charity to a sister is further emphasized if it would prevent her from committing a sin. It is preferable that this be accompanied by advising her and urging her to fear Allah.
