Does moving the tongue inside the mouth without moving the lips count as self-talk, and will we be held accountable for it?

Praise be to Allah, we warn you against the whispers that have reached you to a great extent, and do not go along with them. Know that Allah has pardoned this nation for what the minds whisper as long as it does not act or speak. Even if a person speaks under the influence of whispering, they are not held accountable because it is in the meaning of being coerced. So leave these whispers, do not pay attention to them, and struggle against them to get rid of them.
