Is it permissible to swear by "And by Allah, the Most High, the Most Great, and by His Noble Book, that I will be a faithful servant to my country, and that I will respect its laws and regulations, and that I will safeguard the secrets that I come to know, and that I will be upright in my conduct, and that I will protect the higher interests of the nation under all circumstances"? And does religion fall within the interests of the nation? And is combating terrorism considered jihad?
The ruling on swearing to respect laws depends on the state's system: If it is an Islamic state and its laws do not contradict , then there is no harm in swearing. However, if its laws contradict Sharia, then it is not permissible to swear by them, because that is forbidden, and its sin is increased by the oath. The issue of combating terrorism depends on the definition of terrorism: If it refers to attacking innocent people and organized crime, then it is permissible. However, if it refers to legitimate Jihad, establishing hudud (Islamic penal laws), or enjoining what is right and forbidding what is wrong, then that is not permissible.
