The issue of combating terrorism depends on the definition of terrorism: If it refers to attacking innocent people and organized crime, then it is permissible. However, if it refers to legitimate Jihad, establishing hudud (Islamic penal laws), or enjoining what is right and forbidding what is wrong, then that is not permissible.
