It is not permissible to give Zakat to a brother if his salary is sufficient for him and for those whose maintenance is obligatory upon him, because the purpose of Zakat is sufficiency, not the provision of money in excess of need. However, there is no objection to helping him from sources other than Zakat. But if his salary is not sufficient for his needs and the needs of his dependents, then it is permissible to give him from Zakat, because he is considered among the poor who are eligible for it.
