Is it permissible to give zakat to a married brother who has children and lives in his father's house, whose salary is five thousand and who sometimes incurs debt? And is it permissible to give it to the mosque's married caretaker who has a daughter and a son, and they live in the mosque's house?

Allah the Almighty stipulated the recipients of Zakat in the Quran. If your brother is poor or needy and his monthly income is insufficient for his basic needs (food, drink, clothing, medicine), then paying Zakat to him is permissible. An income of 5000 may be sufficient or insufficient depending on the circumstances (such as the presence of chronic diseases). If the income is sufficient for his basic needs, then he is considered rich, and it is not permissible to pay Zakat to him. The mosque's furnishings are subject to the same ruling as the brother regarding their eligibility for Zakat.
