Is it permissible to give zakat al-mal to one's brother if his income is sufficient for his needs but he cannot save enough to buy a house because he pays half of his income as rent for his home and clinic?

It is not permissible to give your brother if his salary is sufficient for him and provides him with a good life. The sufficiency considered for food, drink, and housing prevents one from receiving Zakat. The fact that he lives in rented accommodation does not make him poor as long as his salary is sufficient for him.
