Is it permissible to give zakat to someone who asks for it and claims poverty and need, without verifying their situation?

If a person claims poverty, it is permissible to give him from zakat, unless signs of wealth or ability to work and earn become apparent. In such a case, he should not be given unless there is evidence [to support his claim]. The default state of a person is poverty, and his word regarding poverty is accepted unless there is suspicion or his outward state contradicts it. If the honesty of the person claiming poverty is highly probable due to circumstantial evidence, he should be given from zakat; otherwise, not. As for the strong person capable of earning, he has no share in zakat.
