What is the ruling on giving a "mu'aqqib" (fixer/expediter) money in exchange for him completing one's paperwork at the جوازات (Passport Directorate), or giving a person money to search for a job for him?

There is no harm in receiving financial compensation for effort, work, and reviewing transactions, as agency (wakalah) is permissible with or without a fee due to necessity. And there is no harm in paying a fee to someone who searches for a job, as this falls under the category of permissible jia'alah (commission/stipend).
