How can one reconcile the noble verse, "But to fast is better for you," with the noble Hadith, "Indeed, Allah loves for His dispensations to be observed just as He loves for His firm commands to be observed"?

A rukhṣah (dispensation) is a ruling legislated by Allah Almighty for an excuse, while the original cause remains. It is subject to various legal rulings, such as obligation (wujūb), recommendation (istiḥbāb), permissibility (ibāḥah), and khilāf al-awlā (contrary to what is better), and not only recommendation. The ḥadīth, "Indeed, Allah loves that His dispensations be utilized just as He loves that His firm commands be utilized," does not mean that every dispensation is always recommended. Rather, it refers to dispensations that the Sharīʿah (Islamic law) has sought, or those that remove excessive hardship, or to ward off arrogance and extremism, or to gladden the hearts of the weak.
