It is permissible to give money to any of the aforementioned categories of needy people. Those closest to you have a greater right to charity, as the Prophet, peace and blessings be upon him, said: "Charity given to a poor person is charity, while charity given to a relative is two things: charity and maintaining kinship ties." If there are no relatives among them, then strive to find out who is most in need. The most needy people at this time are our brothers in Somalia due to the famine.
