Does a divorce take effect with the words "ma'a as-salamah" (goodbye/with peace) when the husband intends divorce by them?

The maintenance of the wife and children is obligatory upon the husband according to his capacity. The wife has her own independent financial ذمة (responsibility/control), so whatever money she earns is her exclusive right. If she spends from it and helps her husband, it is a voluntary act on her part and not obligatory upon her, and the husband must thank her for that. As for the husband's statement to his wife, "If you like the situation, otherwise, goodbye," it appears that he is conditioning her divorce on her not continuing to pay.
