Is it permissible for a man to be alone with his fiancée in the presence of women without a mahram to discuss matters of marriage and dowry?

The Sharia has permitted a suitor to look at his fiancée and speak with her about matters of marriage, as this brings hearts closer and generates affection. This is indicated by the Prophet's (peace and blessings be upon him) saying to Mughira ibn Shu'ba: "Look at her, for it is more likely to create affection between you." Therefore, there is no harm in sitting with the fiancée to discuss marriage matters, provided there is no seclusion, meaning one of her mahrams or her mother is present with them. Sheikh Ibn Baz permitted the suitor to speak with the fiancée and look at her if he intends to propose to her, concerning marriage, dwelling, and her character, on condition that this is not in seclusion or that one of her mahrams is present.
