Is it permissible to wail over (the martyrdom of) Husayn, based on what was reported regarding the Prophet's (peace be upon him) wailing over him?

It is impermissible to use the Prophet’s — may Allah’s prayers and peace be upon him — crying upon learning of a calamity as a proof to generalize the permissibility of wailing. For the Prophet did not establish that as a Sunnah, nor did he encourage his companions to do so. Rather, he guided them to patience and to utter the words of "Surely we belong to Allah and to Him we shall return" (istijra‘) when afflicted with a calamity. Therefore, what Satan has adorned by taking the Day of Ashura as a day of mourning and wailing therein, is not part of the religion of Islam. Al-Husayn ibn Ali narrated from his grandfather, the Messenger of Allah — may Allah’s prayers and peace be upon him: "There is no man who is afflicted with a calamity and then remembers his calamity, even if it was in the past, and utters the words of istijra‘ for it, but Allah will grant him a reward similar to his reward on the day he was afflicted with it." The Prophet — may Allah’s prayers and peace be upon him — forbade the slapping of cheeks, the tearing of garments, and calling with the calls of Jahiliyyah (pre-Islamic ignorance). He also cursed the wailing woman and the one who listens to her.
