Is it permissible to donate a sum of money erroneously received from the university (training wages) to charitable causes such as building a mosque or helping the needy, given that it is impossible to return it to the ministry, or must it be returned to the state through one of its projects?

If those in charge of the state treasury are just, then the amount must be returned to it. However, if they are not just, or if it is impossible to return it to them, then the money must be spent on general Muslim interests, such as building mosques and helping the needy.
