Does the Hadith "Fear Allah and be patient," which the Prophet said to a woman weeping at a grave, indicate the permissibility of women visiting graves?

The majority of scholars have cited, as evidence for permissibility, the hadith of Aisha (may Allah be pleased with her), in which she asked the Prophet (peace be upon him) about how to visit graves. They also cite the hadith where the Prophet (peace be upon him) passed by a woman weeping at a grave and did not forbid her from visiting, but rather commanded her to be patient. His (peace be upon him) approval is a proof, as he would not remain silent regarding falsehood. Some are of the view that the hadith is not explicit that the woman had gone out for the purpose of visiting. The difference of opinion on this issue is acceptable.
